CyberGuardians PH condemns Tarlac OSAEC case, urges stronger child protection measures
CyberGuardians PH statement on the rescue of 10 minors from online sexual abuse and the arrest of two women suspects in Concepcion, Tarlac.
CyberGuardians PH strongly condemns the heinous acts of online sexual abuse and exploitation of children (OSAEC) involving ten minors rescued in Concepcion, Tarlac on June 10, 2025. We commend the swift and decisive action of our law enforcement agencies in rescuing the victims and arresting the two female suspects—biological relatives of the children—who allegedly facilitated and profited from their abuse.
This case is a stark reminder that OSAEC often happens in trusted spaces—homes, communities, and among families. The disturbing link to an already-arrested foreign national, a Swedish sex offender, reveals how transnational this crime has become and highlights the need for sustained international cooperation and vigilance.
CyberGuardians PH stands in solidarity with the survivors and calls for their full protection, psychosocial healing, and reintegration. We reiterate our call to:
- Strengthen prevention programs at the barangay level and in schools, particularly in vulnerable communities;
- Invest in digital literacy and parental education to detect and prevent online abuse;
- Ensure prosecution without impunity for perpetrators—local or foreign—and their enablers;
- Advance child-centered justice and comprehensive aftercare for victims.
