CDC to offer ‘ultra red carpet’ services for Luzon Economic Corridor investors
CLARK FREEPORT — The Clark Development Corporation is upgrading its investor assistance to an “ultra red carpet” approach as the government seeks to attract more semiconductor, technology, and other high-value investments into the Luzon Economic Corridor.

CDC President and CEO Agnes VST Devanadera said the initiative will provide investors with end-to-end assistance, from their initial entry into Clark to succeeding phases of expansion.
Devanadera said the move is intended to give Clark an edge beyond tax incentives under the CREATE MORE Act, which are available to investment hubs nationwide.
She said Clark’s competitive advantage lies in its investor support, seamless government facilitation, and ability to help businesses expand and remain in the Freeport over the long term.
The CDC currently provides “red carpet” services, including automatic permit renewals, real-time processing of import and export clearances, and a single-window business shop for investor transactions. Investors can also tap graduates from 29 educational institutions in and around Clark to help meet their workforce requirements.

Devanadera said these streamlined processes are particularly crucial for semiconductor and technology companies that need to scale operations within an established industrial ecosystem.
