840 Gov’t Housing Units to Rise in Capas
The government is set to build more affordable residential units in New Clark City as part of efforts to address the country’s housing backlog.
On Thursday, July 10, the Bases Conversion and Development Authority (BCDA) broke ground on a site in Capas, Tarlac that will be used for the Pambansang Pabahay Para sa Pilipino (4PH) Program.
The project will initially deliver 840 housing units and is part of a larger, masterplanned 5.84-hectare community that will eventually offer more than 3,400 residential units, including mid-rise buildings for affordable housing.

“This housing project is a testament to the bold vision of President Marcos Jr., brought to life through 4PH. It tells every Filipino family: you deserve more than shelter—you deserve a home, a place of dignity, stability, and hope,” said BCDA President and CEO Engr. Joshua M. Bingcang.
Beyond housing, the New Clark City Affordable Housing Project will feature green parks, community spaces, sports and recreation facilities, and retail zones. It will also provide residents access to nearby national institutions and employment hubs. Notably, the community is being considered as a potential housing site for uniformed personnel, allowing them to live closer to their place of duty.
According to BCDA, the development supports President Marcos Jr.’s goal of building one million housing units annually, and aligns with the agency’s mandate to develop smart, sustainable cities that create long-term social and economic value.
The project is a collaboration with the Department of Human Settlements and Urban Development (DHSUD), along with a consortium composed of Sta. Clara International Corporation and South Korea-based Saekyung Unitless Co. Vertical construction is expected to begin by late 2025, with the first housing units targeted for turnover within two years. # (JYD)
