SEC, SCAD launch help desk to expand regulatory services in Subic–Clark corridor

The Securities and Exchange Commission (SEC) – Tarlac Extension Office and the Subic–Clark Alliance for Development (SCAD) jointly launched the SCAD–SEC Help Desk on March 11, 2026, at the BCDA Corporate Center, One West Aeropark, Clark Freeport Zone.
The help desk will serve as a convenient channel for businesses seeking assistance on SEC registrations, compliance requirements, and other corporate regulatory concerns, ensuring more responsive and accessible services for locators in the Subic–Clark corridor.
During the launching, SCAD Executive Director Atty. Carminda Z. Fabros highlighted the significance of the initiative, emphasizing that the help desk was established to bring government services closer to businesses and investors in the Subic–Clark Freeport Zones.
“The collaboration between the SEC and SCAD was conceptualized to provide information and assist businesses, with the mutual aim of boosting investor confidence and accelerating investments across the Subic–Clark economic corridor,” Fabros said.
“Through the establishment of the SCAD–SEC Help Desk, investors and business locators in the corridor will benefit from improved access to guidance on SEC services, including company registration, compliance requirements, and other corporate-related concerns. This initiative embodies our shared commitment to advance ease of doing business, improve access to regulatory support, and foster the continued growth and development of enterprises in the corridor,“ she added.
Meanwhile, SEC Tarlac Director Atty. Richard R. Laus presented the mandates, functions, and key services of the Commission, underscoring the SEC’s role in regulating corporations, protecting the investing public, and promoting a fair and transparent business environment.
Director Laus emphasized the importance of the initiative in improving service delivery and strengthening investor confidence.
“The SCAD–SEC Help Desk brings SEC services closer to businesses in the Subic–Clark corridor, making it easier for corporations to comply with regulatory requirements and access timely assistance. Through this partnership with SCAD, we aim to enhance efficiency, strengthen investor confidence, and support the continued growth of businesses in the region,“ Laus said.
The help desk’s operational framework was also presented by SCAD Legal Counsel, Atty. Aliw V. Del Rosario, who outlined the processes for inquiries, assistance requests, and coordination with the SEC, as well as the support services available to locators and stakeholders.
The event was attended by key partners and stakeholders, including The American Chamber of Commerce of the Philippines, Inc. (AmCham)- North Luzon President Albert Sapaen and representatives from the Freeport Area of Bataan Investors and Locators Association, Inc. (FABILA) and Clark Investors and Locators Association (CILA). Participants from the Subic Bay Freeport Chamber of Commerce, the Department of Trade and Industry – Foreign Trade Service Corps, as well as other locators and companies within the Clark and Subic Bay Freeport Zones, also joined the launching via Zoom.
The establishment of the SCAD–SEC Help Desk solidifies the commitment of both agencies to support locators and corporations in the Subic–Clark corridor by making regulatory services more efficient, accessible, and responsive.
